West Virginia Secretary of State Mac Warner Advocates for Expanding Mobile Voting App 

Warner addressed the Rotary Club of Wheeling Tuesday, and spoke of his office’s pilot project to permit many living overseas the opportunity to vote by using an app.

“His vision is to have everybody in the United States be able to vote using a mobile device,” he said. “Right now, you have all this Russian meddling going on, and people pushing to go back to paper (voting).

West Virginia adheres to minimum cybersecurity best practices related to voter registration systems and conducts its elections using paper ballots and voting machines that provide a paper record, but the state’s post-election audits lack important criteria. Currently, the number of ballots included in an audit is based on a fixed amount rather than a statistically significant number tied to the margin of victory in one or more ballot contests.

In August 2017, the Center for American Progress released a report entitled “9 Solutions for Securing America’s Elections,” laying out nine vulnerabilities in election infrastructure and solutions to help improve election security in time for the 2018 and 2020 elections.
